What are the axes on the interferometer graphs?

What does "spectral resolution" mean?

The spectral resolution is the distance between 2 (laser-)modes you can seperate in the fizeau-interferogramm. For example, a laser has got a small sidemode beside the main peak. On the interferometer-picture you only can see this sidemode if it has got a certain distance to the main peak, e.g. > 10 GHz. This value, 10 GHz, has nothing to do with the accuracy.
